Notice on the New Requirements for China-bound Foreign Passengers

To further control the spread of Covid-19, as from today, all China-bound foreign passengers are subject to the requirements as follows when applying for the QR code with "HDC" mark. Attention: This notice is for foreign passengers only. If you are a passenger with Chinese nationality, please read the Chinese version of this notice. Some of the following policies may not apply to you.

1. Please pay attention to the adjustment of the list of institutions recognized by the Chinese Embassy in the Netherlands. Please see the updated list:

2. Foreign passengers should apply for the QR code with "HDC" mark by logging on the website of https://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone. They should present the QR code and follow the procedures for inspection by relevant airlines during boarding.

3. China-bound foreign passengers departing from the Netherlands must take direct flight, otherwise the QR code with "HDC" mark for boarding will not be issued. These passengers must upload:

(1) Test certificates of Covid-19 PCR and IgM antibody tests within 2 days before boarding issued by recognized institutions by the Chinese Embassy.

(2) Itineraries.

(3) Dutch passport (for Dutch citizens) or a valid Dutch residence permit or uittreksel/afschrift issued within 28 days (for other foreigners in the Netherlands).

(4) Proof of complete Covid-19 vaccination (14 days after full vaccination, if available) and a signed Letter of Commitment on Covid-19 Vaccination attached to this notice (only for those who are tested negative for PCR and positive for IgM after vaccination). Registratiekaart coronavaccinatie issued by GGD, Vaccinatieboek with personal information and GGD stamp, and vaccination certificate of Chinese Covid-19 vaccine can be considered as proof of complete Covid-19 vaccination.

Those who cannot provide all the documents listed above will not receive the QR code with "HDC" mark.

4. China-bound foreign passengers departing from third countries where passengers can take direct flights to China, will not receive the QR code with "HDC" mark.

5. China-bound foreign passengers departing from third countries where direct flights to China are not available, can apply for the QR code with "HDC" mark. These passengers must upload:

(1) Test certificates of Covid-19 PCR and IgM antibody tests within 2 days before boarding issued by recognized institutions by the Chinese Embassy.

(2) Complete itineraries.

(3) Screenshot of the QR code with "HDC" mark issued by the Chinese embassy or consulate in the country of departure.

(4) Proof of complete Covid-19 vaccination (14 days after full vaccination, if available) and a signed Letter of Commitment on Covid-19 Vaccination attached to this notice (only for those who are tested negative for PCR and positive for IgM after vaccination). 

Those who cannot provide all the documents listed above will not receive the QR code with "HDC" mark.

6. Additional requirements for passengers who were diagnosed as Covid-19 patient or whose PCR, IgM or IgG test result was positive:

(1) If these passengers depart from third countries, they must follow the instructions of local Chinese embassies or consulates.

(2) If these passengers depart from third countries, but are tested positive in the Netherlands during transit, they must return to the country of departure. No QR code with "HDC" mark will be issued for this journey, even if they are tested negative afterwards.

(3) If these passengers depart from the Netherlands, they must take 2 PCR tests at institutions recognized by the Embassy at least 24 hours apart and send ①passport ②two negative test certificates ③pulmonary CT or X-ray diagnosis certificates issued by local hospitals to chinaconsular@gmail.com. Attention: the date of your positive result is T1. The date of the pulmonary CT or X-ray diagnosis or two negative test certificates should be  T1. The date you send the email is T2. T2-3≤sample date of the two negative test certificates≤T2. T2-7≤the date of pulmonary CT or X-ray diagnosis≤T2. After being approved by the Embassy, the passengers must self-isolate for at least 14 days and make sure that they are symptom-free. Then, the passengers can do the PCR and IgM tests within 2 days before boarding and upload their negative test certificates to apply for the QR code with "HDC" mark.

7. Additional requirements for passengers who had close contact with someone who were tested positive for PCR or passengers who have developed suspected symptoms of Covid-19:

(1) If these passengers depart from third countries, they must follow the instructions of local Chinese embassies or consulates.

(2) If these passengers depart from third countries, but have close contact with someone who were tested positive for PCR or have developed suspected symptoms in the Netherlands during transit, they must return to the country of departure. No QR code with "HDC" mark will be issued for this journey, even if they are tested negative afterwards.

(3) If these passengers depart from the Netherlands, they must self-isolate for at least 14 days as soon as possible after the date of the last close contact or the date on which the symptoms appeared. They must take PCR tests at institutions recognized by the Embassy on day 1, day 4 and day 7 during the isolation. If all the results are negative, they should send ①passport the date of the last close contact or the date on which the symptoms appeared ③three PCR negative certificates during the isolation to chinaconsular@gmail.com and then follow further instructions of the Embassy informed by email.
