Notice about Requirement of COVID-19 Negative Certificates for China-bound Passengers from the Netherlands Starting from 7th September 2020

To ensure the health and safety of international travel and reduce the risk of cross-border spread of the epidemic, the Chinese Embassy in the Netherlands hereby announces that, all China-bound passengers from the Netherlands, including transfer passengers and infants, are required to obtain COVID-19 PCR negative certificates before boarding, starting from 7th September (Monday) 2020. The implementation measures for passengers without Chinese nationality are as follows:

I China-bound passengers who are going to fly directly from the Netherlands or from the Netherlands via a third country:

1. Before 7th September (Monday) 2020:

China-bound Passengers who are going to fly directly from the Netherlands or from the Netherlands via a third country where China-bound passengers are not required to obtain COVID-19 PCR negative certificates before boarding (the list of countries where China-bound passengers are required to obtain COVID-19 PCR negative certificates before boarding: https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html), are not required to obtain COVID-19 PCR negative certificates before boarding.

2. Starting from 7th September (Monday) 2020:

Passengers are required to finish PCR tests for COVID-19 within 3 days before boarding at institutions recognized  by the Chinese Embassy in the Netherlands (see attachment 1) and apply for Health Declaration Forms by submitting COVID-19 PCR negative certificates. They should send a scanned copy of ①the information page of the passport ②COVID-19 PCR negative certificate ③Health Declaration Form signed by the applicant (see attachment 2) (Guardians should sign for infants who cannot sign) and ④the information of airline ticket to healthdeclaration.nl@gmail.com. After approval, the Chinese Embassy will issue the Health Declaration Form with the Embassy stamp and validity period and send it to the applicant through email. The applicant should print out the Form and take it to the airport. Please pay attention to the validity period of the Health Declaration Form and cooperate with the airline for checking. Transfer passengers should make sure that the Health Declaration Forms are still valid at the date of transfer. Please be sure to note the following:

(1)To finish PCR tests for COVID-19 within 3 days before boarding means that the issuance date of the certificates should be within 3 days before boarding (excluding the boarding date). If there is no issuance date on the certificates, the Chinese Embassy will consider the latest date on the certificates as the issuance date. For example, Mr. A will fly from the Netherlands to China on 7th September, the issuance date showed on his certificate should be 4th, 5th or 6th September. However, if he has the sample taken on 3rd September and receives the certificate which clearly states that the issuance date is 4th September, he can take the flight on 7th September.

(2) Applicants who are going to fly on weekdays should submit applications at least 24 hours before boarding. Applicants who are going to fly on weekends should submit applications no later than 16:00 on Fridays of the same week. For example, Mr. A will fly from the Netherlands to China at 14:30 on 10 September (Thursday). He should submit his application no later than 14:30 on 9 September (Wednesday). Mr. B will fly from the Netherlands to China at 14:30 on 13 September (Sunday). He should submit his application no later than 16:00 on 11 September (Friday).

(3) The COVID-19 PCR negative certificates must be issued by institutions recognized by the Chinese Embassy (see attachment 1) and signed by the doctor, otherwise the applications will be rejected.

 (4) The COVID-19 PCR negative certificates are not boarding permits. Passengers who can only show their test certificates and fail to show valid Health Declaration Forms will be denied boarding.

II China-bound passengers who are going to fly from a third country via the Netherlands

1. Before 7th September (Monday) 2020:

China-bound passengers via the Netherlands from a third country where China-bound passengers are not required to obtain COVID-19 PCR negative certificates before boarding, are not required to obtain COVID-19 negative certificates before boarding in the Netherlands.

2. Starting from 7th September (Monday) 2020:

The passengers are required to finish PCR tests for COVID-19 in the country of departure and contact the Chinese embassy or consulate in that country to apply for Health Declaration Forms. Please be sure to note the following:

(1) The Chinese Embassy in the Netherlands does not accept applications for the Health Declaration Forms submitted by passengers departing from a third country. For example, Mr. A will fly from the US via the Netherlands to China. He must finish the PCR test for COVID-19 in the US and contact the Chinese Embassy or Consulates in the US for the Health Declaration Form. 

(2) The COVID-19 PCR negative certificates are not boarding permits. Passengers who can only show their test certificates and fail to show valid Health Declaration Forms will be denied boarding in the Netherlands.
