Foreign Ministry Holds A Briefing for Chinese and Foreign Media on Premier Wen's Attendance of the Copenhagen Conference on Climate Change

On December 10, 2009, the Chinese Foreign Ministry held a briefing for Chinese and foreign media on Premier Wen Jiabao’s upcoming attendance of the 15th Conference of the Parties (COP15) to the United Nations Framework Convention on Climate Change (UNFCCC) and the 5th Meeting of the Parties (COP/MOP 5) to the Kyoto Protocol to be held in Copenhagen. Vice Foreign Minister Wang Guangya made an introduction to the journalists.

Wang said that attaching great importance to the issue of climate change the Chinese government has adopted a large number of active and effective policy measures. President Hu Jintao’s speech made at the September United Nations summit on climate change received extensive understanding and support from the international community for China’s position and policy on coping with climate change. The Chinese government announced not long ago its targets of controlling greenhouse gas emissions, fully demonstrating its tangible action of pushing for progress of the Bali Roadmap talks and positive results of the Copenhagen conference.

He noted that the Copenhagen conference on climate change will make arrangement for the future international cooperation on fighting climate change and has great significance. Attending the conference, Premier Wen will further highlight the Chinese government attaches great importance to and holds a positive attitude toward the issue of climate change, and show the determination, confidence and political will of the Chinese government of protecting the global climate.

He stressed that to make the Copenhagen conference a success we must adhere to the UNFCCC and its Kyoto Protocol, stick to the principle of common but differentiated responsibilities and follow the Bali roadmap mandate. China has three expectations on the conference:

First, clearly define the substantial quantified emissions reduction targets of developed countries in the Kyoto Protocol's second commitment period and ensure those developed countries which have yet not ratified the Kyoto Protocol undertake comparable reduction commitments;

Second, make effective mechanism arrangement to make sure developed countries faithfully fulfill their commitments to providing developing countries with fund, technology transfer and capacity building support;

Third, make clear that developing countries, with technology, fund and capacity building support from developed ones, take appropriate adaptation and mitigation actions in line with their own national conditions under the framework of sustainable development.

Wang said that Premier Wen will deliver an important speech to the conference to comprehensively elaborate China’s position and proposition on actively tackling climate change and promoting related international cooperation and also meet with some national leaders present at the conference. His attendance will inject impetus to the international negotiations on climate change and exert a positive and important influence on the future international cooperation on climate change. China is ready to join hands with all parties concerned to push for positive results of the conference.
